[Fixer-upper]

I just purchased a Kawaski KVF 300 and the rear brakes, (Hand and foot), are locking up when I use them. In order to free them, I have to pull the
lever on the rear axle. The splined shaft is not returning and is binding in
the brake drum area. Do I have to pull the right axle to remove the housing to determibe what is wrong?
I would appreciate any advice I can get.
